1. The first donation to a school of
Kokkola was made by Karl Herman, in 1894, in order to establish a
trust fund which gave grants to students who graduated from the grammar school.
Most institutions are
maintained by local authorities or joint municipal boards, such as early
childhood education, basic education and general and vocational secondary
education. Therefore, the responsibility for educational funding is divided
between the State and the local authorities, but they are also able to receive private
funding.
For what concerns the higher
education, Universities and Universities of applied sciences (AMMATTIKORKEAKOULU)
receive public funding, but they are expected to obtain other private funding
too. In addition, the external funding raised by the universities does not
reduce the amount of state funding they are entitled to.
